Whilst the concept of <em>Manifest Destiny</em> and desire to expand West were shared in the North and South the questions of where land should be incorporated into the USA and in particular what rules should be made regarding the expansion of slavery were highly divisive. There had been compromises made in the past, most notably the Missouri Compromise which dealt with slavery within the Louisiana Purchase and the balance of slave and free states in the union. The previous compromises could not however deal with the addition of huge amounts of land taken from Mexico, growing feelings against the expansion of slavery in the North and a number of divisive moments including decisions by Congress, Supreme Court decisions and acts of violence.</span></p><h4><span style="color:#000080;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">1. The war was closely linked to the Democrat President Polk and hugely unpopular in the North. It was therefore particularly damaging to Northern Democrats as they faced re-election in 1846. One Northern Democrat, David Wilmot, proposed a proviso in 1846 that no land taken from Mexico should be open to slavery. The South were outraged and their response came from John Calhoun in the form of the his platform for the South that stated that Congress had jurisdiction regarding slavery in the territories or any state. The Wilmot proviso passed in the House but failed in the Senate. President Polk claimed that he never envisaged slavery in the new territories as climate made them largely unsuitable for slavery. The controversy over what should happen to the new land taken from Mexico would rage on and lead to the need for the 1850 Compromise.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Northern opinion had been further inflamed by Polk’s seemingly differing attitude to expansion in the North. Polk made promises about territory on the Canada/ Washington territory border which were not fully fulfilled by the treaty he signed with the British. It appeared to the North that Polk was willing to use force in the South to gain territory for the slave states but not in the North.</span><br> </p><h4><span style="color:#000080;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">2. While sectional tension was being stirred by some such as Calhoun and Wilmot, the key figure in increasing tensions was arguably President Zachary Taylor. Taylor, who had little political experience, ignored the advice of seasoned Whigs. Instead he was influenced by the radical William Seward. While Congress was not in session in 1849 Taylor called for the people of the California and New Mexico territories to frame constitutions and apply for statehood. Taylor believed that both states would apply with free state constitutions but also believed that this would protect slavery in the South as it would stop slavery in the territories becoming a contentious issue. The issue was further complicated by a border dispute between Texas and New Mexico. The issue became very tense with the South supporting Texas and the North supporting New Mexico. There was a strong chance of Texan forces clashing with the US army. Violence also broke out in Congress with fistfights in December 1849. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">There were a number of issues:</span></p><ol><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Should California enter as a free state?</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Should New Mexico enter as a free state?</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">How was the border dispute between New Mexico and California to be resolved?</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The South raised the issue the Fugitive Slave Law of 1793 not being abided by.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The existence of Slavery and the Slave trade in Washington D.C. caused outrage amongst many Northern Congressmen.</span></li></ol><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">At the time some Southerners started talking of secession. Some historians have gone as far as to suggest that if President Taylor had lived longer then a Civil War may have started in 1850. Henry Clay, however, was determined to step in and find a compromise yet again (he was responsible for the 1820 Missouri Compromise and finding a solution to the Nullification crisis in 1832). Clay’s plan to pass a compromise in a single 'Omnibus Bill' did not however succeed and it took the intervention of others, notably <span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">the Democratic Senator Stephen Douglas of Illinois</span></span>, to see the compromise over the line. He<span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> divided the Bill into its five parts so each part could achieve the required vote for the bill to pass. It is not to be denied that we live in the midst of strong agitations and are surrounded by very considerable dangers to our institutions and government. The imprisoned winds are let loose. The East, the North and the stormy South combine to throw the whole ocean into commotion, to toss its billows to the skies and disclose its profoundest depths. However while many in the North did accept the new law there were significant numbers who didn’t and were determined to defy it. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Underground Railroad continued to help escaped slaves, aiding their escape to Canada. In 1852 Harriet Beecher Stowe’s famous novel ‘Uncle Tom’s Cabin’ was published which decried the treatment of slaves and called on Northerners to defy the Fugitive Slave Law. In 1854 a mob in Boston broke into a courthouse and killed a guard in an attempt to rescue fugitive slave Anthony Burns. (The people of Boston later purchased Burns' freedom). The spread of abolitionism led to an even stronger reaction in the South with for example a range of ‘anti-Tom’ literature being produced in the form of novels such as ‘The Planter’s Northern Bribe’ and ‘The Sword and Distaff’ that gave a Southern view on slavery and in which abolitionists were the bad guys.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The compromise did however hold, despite growing mistrust on both sides. The South believed that their ‘way of life’ was under threat and that the North was looking to impose their ‘Yankee materialism’ on them. In the North Sumner was hailed a martyr and ‘Bleeding Sumner’ was seen as evidence of the violent nature of Southerners and of 'Slave Power'. In the South, Congressman Brookes became a hero; he was sent hundreds of canes with messages such as ‘hit him again’ and even ‘next time kill him’. In the 1840’s, with the help of anti-slavery lawyers, Scott went before the Missouri courts to claim his freedom on the grounds that he had resided in a free state and in a free territory.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Dred Scott case was long and eventually reached the Supreme Court; by March 1857 the court was ready to give judgment. Buchanan referred to the case in his inaugural address. Here was further proof that Buchanan, the Supreme Court and the Democrat Party were involved in a Slave Power Conspiracy.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Republicans claimed that a whispered conversation between Taney (Chief Justice of the Supreme Court) and Buchanan on inauguration day proved that the President had been aware of the court’s decision when he asked Americans to accept it. The Northern press launched a fierce onslaught on the Supreme Court.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Many Northerners saw it as an attempt to undermine the Republican Party, which was committed to slavery’s exclusion from the territories, and the concept of popular sovereignty (that territorial legislatures could prohibit slavery if they chose).</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Dred Scott decision was a landmark case in that it drew a clear line of how the government stood on the issue of slavery, and further inflamed passions surrounding an already divisive topic within American politics. Douglas, a renowned politician from the 1850 Compromise, 1854 Kansas-Nebraska Act and one of the favorites to become President in 1860, faced the then relatively unknown Abraham Lincoln of the rapidly growing Republican Party. Both were excellent orators (and they must also have presented quite a striking image with the 6ft 4 inch Lincoln stood next to the 5ft 3 inch Douglas). They held a series of seven debates through the state looking to win the election of men to the Legislature who would support them. Included in these incredible debates were Douglas’ 'Freeport Doctrine’ and Lincoln’s ‘House Divided speech’. The ideas presented in these speeches would have huge ramification not only in Illinois and on the fortunes of these two men but for the future of the USA. The national press was captivated and the speeches were reported in North and South. The Northern and Southern parts of the party were so bitterly divided that the Southern delegates walked out of the first Convention, were replaced and barred from entering the second and so set up their own convention.
