Mussolini himself made all the appointments to the Grand Council. Fascist squads were merged into a national militia in January 1923.</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>Gained support of the Church 1923 - Mussolini offered help for the struggling Catholic bank and said that he would make religious education compulsory in schools and would ban contraception.</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>Increased parliamentary strength 1923 – persuaded the Nationalists to merge with the Fascist Party</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>Won the support of big business 1923 - Mussolini promised the Confindustria that tax evasion would not be pursued and price and rent controls would be abolished</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>The Acerbo Law July 1923 - Mussolini proposed that the party that won the most votes in an election should be given two thirds of the seats in the Chamber of Deputies. When the Acerbo Law was debated in parliament it gained a large majority of support. Armed fascists squads had patrolled the chamber when the vote was taken.</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>The General Election April 1924 - The Acerbo Act came into practice in the general election of April 1924. The fascists increased their seats to 374 due at least in part to Mussolini’s public profile. However, there was also ballot rigging and fascist squad intimidation.</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>The murder of Giacomo Matteotti June 1924 – The socialist Matteotti called for the election result to be declared invalid on 30<sup>th</sup> May and on 10<sup>th</sup> June, a group of fascists kidnapped Matteotti and stabbed him to death. There were even allegations that Mussolini had been involved. One hundred opposition MPs walked out of parliament. Mussolini ordered the arrest of fascist suspects, but also put more Blackshirts on to the streets to quell protests over the murder. Protests in the press and on the streets escalated, and in July Mussolini enforced press censorship and banned political meetings of opposition parties. Nevertheless, the scandal of the Matteotti affair continued and leading radical fascists called on Mussolini to take ‘dictatorial action’. On 3<sup>rd</sup> January, 1925, Mussolini made a dramatic speech in parliament and promised decisive action against his opponents. He still had the tacit support of the King and black shirts were mobilized to attack opposition groups</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>Power to make Law without parliament January 1926 - Mussolini was given the right to make law without having to consult parliament. (Click on the eye for help with this question)</span></li></ol><section class="tib-hiddenbox"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The weakness of the political opposition to the fascist regime was not only due to repression by the state, but also because Mussolini ensured the support of political journalists that would have normally championed the opposition by offering them pay incentives and grants. He offered similar sweeteners to academics, including titles and generous pensions. Any criticism of the state would lead to the immediate removal of all benefits. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">However, there was also a lack of cohesion and division within the opponents of the regime. The Communists, for example, refused to work with any other group. Moreover, opposition to Mussolini was dangerous. Historians have estimated that by 1926 fascist squads killed around 2,000 people and the murder of Matteotti in 1924 had sent a clear warning that the fascists were prepared to use violence to silence their opponents. The regime’s secret police, the OVRA, tracked possible dissidents and had the support of thousands of informers. It also had its own court that had tried more than 4,000 defendants by the end of the 1930s handing down more than 30 death sentences. 12,000 Italians were sentenced to house arrest, usually in isolated villages. Prison camps were set up on islands such as Lampedusa and these camps held up to 5,000 political prisoners.; however although conditions were harsh and there was sometimes torture of inmates, these camps were nothing on the scale of the concentration camps in Nazi Germany.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Despite this intimidation the Communists maintained an underground resistance with 7,000 activists. It published its own newspaper, <em>L’Unita,</em> and distributed anti-fascist propaganda. As well as the Communists, another opposition party, Justice and Liberty, was founded by Carolo Roselli who aimed to form an alliance between the Socialists and Liberals. Based in Paris, he attempted to brief the international press about the real situation of oppression in Mussolini’s Italy. Pamphlets were smuggled into Italy to spread anti-fascist ideas, however the group had only a few thousand supporters. Nevertheless, the regime took <em>Justice and Liberty</em> seriously enough to have Roselli murdered in 1937.</span></p></section></div><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><span style="color: rgb(0, 0, 128);"><strong>2. Once Mussolini was in power, many strands of the Fascist ideology were quietly forgotten as Mussolini wanted to reassure influential sections of society and also bring the more unruly elements of the fascist movement under control. So, for example, the anti-capitalist aspect was watered down in order for Mussolini to get acceptance from big business and the anti-Christian ideology was played down in order to get the Catholic Church on side. Also Fascism no longer talked about Republicanism and over throwing the monarchy.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Propaganda in Fascist Italy in the 1920s revolved around the personality of Mussolini - so much so that Fascism has been termed 'Mussolinism'. It presented Mussolini or Il Duce as an all-powerful, charismatic leader. Mussolini's face was projected everywhere. Sculptures of Mussolini appeared everywhere, the radio played his speeches, ane.school children were told about his amazing personal abilities.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Propaganda was also a key component of his domestic and foreign policies. For example his 'economic battles' were launched with speeches which stressed the ideological messages of national pride, preparation for war nd the greatness of Mussolini as leader.
