Up until the 1880s it had promoted a policy which would avoid involvement in overseas conflict; however it also wanted to prevent European powers intervening in the Americas region. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The rationale for the parameters of US foreign policy included some sense of superiority. The US had fought the colonial power of Britain for its own independence as a republic and its citizens had often emigrated in order to escape from governments that had carried out <span style="font-family:lucida sans unicode,lucida grande,sans-serif;">oppression or </span><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">persecution</span>. There was a sense that the US was different from other nations and that <span style="font-family:lucida sans unicode,lucida grande,sans-serif;">in not pursuing the empire building of the European </span><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">powers </span>it was guided by a ‘higher morality.’</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Starter:</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In pairs review the maps below and discuss the methods by which the US had expanded westwards throughout the 19<sup>th</sup> century. Economics had been both the motive and the means to expand as its economy was industrialised and had developed rapidly. The Founding Fathers had in fact argued that the US should expand to its <em>continental frontiers</em>, and add to the 13 states on the east coast which had gained independence from Britain in 1783.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">By 1850 the US had expanded and acquired all the territory to the south of Canada and to the north of Mexico – its states now reached from the Atlantic to the Pacific ocean. It is equally impossible, therefore, that we should behold such interposition in any form with indifference. It we look to the comparative strength and resources of Spain and those new Governments, and their distance from each other, if must be obvious that she can never subdue them. Did the US apply the Monroe Doctrine after 1823?</strong></span></span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> <img alt="" height="367" src="../../../ib/history/us-version-2.png" width="646"></span></p><hr class="hidden"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The US attempted to increase political influence and trade with Latin America throughout the 19<sup>th</sup> century. In 1889, it set up the 1<sup>st</sup> Pan-American Conference in Washington DC. This conference aimed to discuss how to improve political and economic relations within the western hemisphere. Delegates from 18 nations were represented in October 1889. The US objectives were to establish a customs union, ensure free trade across the continent and it also promoted a system of international arbitration to prevent wars in the region. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">However, many Latin American nations did not trust US motives. The US wanted to present itself as a benevolent neutral in Latin American disputes and as the protector from European interference (in line with the Monroe Doctrine). However, many saw that further economic unity could lead to total US dominance and the Argentine delegates believed the idea for an arbitration body would be used by the US to control the continent. The talks stalled, and in the end they could only agree to ‘reciprocity trade agreements’ and the formation of a limited arbitration system which allowed member states to ‘opt out’ if it was deemed their independent action would be interfered with. The conference did set up the International Bureau of American Republics – Pan-American Union – which would organise future conferences. However, when the War of the Pacific, or the Saltpeter War broke out between Chile and a Bolivian-Peruvian alliance in 1879 - US mediation failed. Chile occupied Lima and refused to comply. Chile gained significant resource rich territory from both Bolivia and Peru. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">After the US attempts to intervene in the Saltpeter war, Chile was hostile to the US. In October 1891, US sailors in Chile were attacked by a mob, and two were killed. President Harrison then threatened war and demanded compensation. Chile paid – but other nations in Latin America took this as a clear warning of the potential of US power to impose its will.</span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>What was the significance of US actions in the Far East and the Pacific</strong>?</span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The US wanted to develop its trade and subsequently to protect its interests in Japan and China. Thus it joined other European countries in seeking treaties and concessions from these countries.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>China</strong></span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Treaty of Wanghia 1844 was an unequal treaty with economic/trade benefits for US. Also permitted US to send missionaries to China</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Burlingame Treaty 1868 allowed for free trade and free movement of people between China and US; US needed workers for railroad construction at this time.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Chinese Exclusion Act 1882 revised free movement as there were ‘concerns’ that there was too much Chinese immigration to US.</span></li></ul><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Japan</strong></span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In 1858 a commercial treaty was signed. US advisors sent to assist modernization of Japanese industry.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">By 1890s success of Japanese ‘Meiji reforms’ had led to fears that Japan had become a US rival in the Far East.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Japan defeated China in the First Sino-Japanese war in 1894-95. This led to other powers attempting to exploit China’s evident weakness.</span></li></ul><hr class="hidden"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">US interest in the Far East inevitably led to the desire for coaling stations and strategic islands in the Pacific in order to have stopping off points for naval and merchant vessels. Thus places such as Hawaii and Samoa were now of interest to the US.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Hawaii</strong></span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">US opposed British attempts to make Hawaii protectorate in 1840s</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In the 1850s there was some interest in US for annexation of Hawaii. US settlers had considerable control over sugar industry there. Secretary of State Walter Q Gresham stated US would not ‘steal territory or annex a people without consent’.</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Cleveland set up an investigation into Queens overthrow. Report found that US diplomatic and military representatives had ‘abused their authority.’</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Hawaii remained unstable with rebellions</span></li></ul><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Samoa</strong></span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In 1872 the King of Samoa offered the US use of naval base in exchange for protection from European imperialists</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">1878 the US signed a treaty agreeing to mediate on Samoa’s behalf in exchange for use of harbor facilities</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">A German company had made Samoa an important trading post in pacific</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">First Samoan civil war broke out in 1886 – 1894. The conflict led to German military intervention. Why did the US adopt expansionist foreign policies?</strong></span> </span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><img alt="" src="../../../ib/history/us-expansion(1).png" style="width: 466px; height: 464px; float: left;"><strong>American Progress [1872] by John Gast. </strong>An allegorical representation of the concept of Manifest Destiny</span></p><hr class="hidden"><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Economic motives</strong></span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The US was rich in raw materials (coal, oil, metals) and had fertile lands; these factors had fostered rapid growth and significant increases in food production. Indeed, there had been an ‘industrial revolution’ during and after the Civil War period. The Civil War had led to a significant increase in government spending on arms, railroads and machinery. This in turn led to a growth in the number of factories. However, after the Civil War, from 1865 into the 1870s there was a period of economic depression. Bank failures led to an era known as the ‘Long Depression’.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">After 1879, the US economy began to recover and expand. More capital was available, new sources of oil, iron and coals were exploited and new waves of immigrants from Europe and Asia provided the labor force needed for development. Electricity supplies and railroads expanded across the nation. At this time efficiency in agriculture led to more productivity. The US became a significant exporter of food. Corn production tripled and sugar production increased 500% between 1865 and 1898. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The government believed businesses would flourish when free to act without interference and there was a ‘laissez-faire’ government approach to the economy and low taxes. Technological developments strengthened the infrastructure, not only railroads but also communication systems; by 1900 there had been an 800% increase in railroads and the telegraph (developed in 1840s) enabled communication across the whole of the US; this meant resources could be more broadly exploited and this in turn further stimulated business growth. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Underwater cables were also laid to facilitate communication with Europe. US exports quadrupled by 1900. The US had equalled Britain in coal production and its manufacturing had overtaken Britain which it outproduced by 1/3. High import tariffs protected business from foreign goods on the US market which initially worked well as population growth maintained a strong domestic market. Indeed, population growth via immigration doubled from 1870 to 1900. Immigrants from Europe mainly lived in cities and by 1896 more US citizens were living in urban areas than in the countryside. This urban population provided a market for manufacturing. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">However, from 1880 onwards, entrepreneurs wanted to have access to foreign markets, and US productivity also meant that its industrialists had an interest in new markets. In addition, there was concern that increasing US surpluses, including from its farm produce would not be absorbed by domestic demand. Therefore, there was growing concern by the 1890s that the US economy would produce much more than could be consumed in its existing markets.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Then a depression hit the US economy in 1893 and this turned the desire for foreign markets into an urgent need. The federal government was forced to reduce tariffs on imported goods in return for reciprocal agreements with Latin American nations. Proponents of free trade believed these agreements were not enough to promote free trade between nations. Nevertheless, the US was not actually switching to a policy of ‘free trade’ and indeed the protectionists were hostile to even these reciprocal agreements; business interests wanted the continuation of protectionist policies to secure their goods in established US markets. Protectionists then opposed the annexation of Hawaii in 1893 for this reason as they were concerned that their sugar-refining businesses would be negatively impacted.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Historian William A Williams argued that the need for markets was the primary reason for the US to pursue an expansionist foreign policy. The historian Niall Ferguson also stressed economic motives as being key. Historian Richard Hofstadter focuses on how the depression, particularly in early 1890s was worse than anything previously experienced and there was thus pressure to find new markets for US goods; by this time the US had no avenue with regards to expansion of the frontier, and there continued to be a flow of new immigrants into urban areas where there was little work. </span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Military strength</strong></span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">As US trade increased so did the understanding that the US needed to expand its military forces to protect it and so the US invested in naval expansion. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> In 1880 the US navy was only the 12<sup>th</sup> largest in the world; to redress this situation, the Secretary of Navy promoted naval expansion in 1882. Captain Alfred Thayer Mahan took up the cause and published two important books in 1890 which argued that history showed that nations with powerful navies and foreign bases around the world would grow in strength. Theodore Roosevelt and Henry Cabot Lodge supported Mahan’s ideas to build a steam fleet, coaling stations in the Caribbean and Pacific and the building of a canal across Latin America to assist communications and trade. Significantly, Mahan had promoted US control of key waterways and for a canal to be cut across the Isthmus of Panama. It would be used in debates at the end of the century regarding the fate of Cuba. The fairly vague concept held that the US would inevitably expand its territory from the Atlantic to the Pacific. It referenced US superiority and its citizens' right to settle and dominate the continent. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">‘God’s people’ had been chosen to exploit the resources and civilise the land. As the term was quite indefinite it could be used by different groups with different ideas including those considering overseas expansion on racial, Social Darwinist, religious, economic or strategic grounds. Supporters of the Manifest Destiny idea often also held Social Darwinist views.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Social Darwinian ideas</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Progressive imperialists in the US were, as argued by Historian Walter McDougall, motivated by the desire to improve lives of non-Americans and there were subsequent examples of these progressive ideas in practice: the removal of yellow fever as a scourge, the building of hospitals and schools in Cuba. However, Social Darwinist ideas were also increasingly embraced in the US and may have been a factor in the pursuit of expansionist foreign policies. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Task Two</strong></span></p><div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>ATL: Thinking and communication skills</strong></span></p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span><div class="yellowBg"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Research further Social Darwinsm. After the publication of Charles Darwin's masterpiece On the Origin of Species in 1859, some thinkers a...</p></div></div></div><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"></span></p></div><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"> </span><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">US social Darwinists argued that the US should ‘raise up’ inferior peoples to be more civilised, but if faced with resistance - for the good of civilisation - it had the right to use force.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Influential historian John Fiske, writing in 1880s, argued that the superiority of the Anglo-Saxon race could be seen in its economic and technological strength, successful population growth and global influence. Fiske was key to the development of an intellectual base which held that US expansion was a natural part of human and social evolution.</span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>The role of religion</strong></span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Focused on the Protestant faith, from the early 1820s, organisations were established to promote missionary work overseas. Many of these organisation viewed White Anglo-Saxon Protestants [WASPS] as superior people. As missionaries arrived, for example in the case of Hawaii and the Phillipines, they were often followed by colonialists. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The justification that the US would ‘Christianise’ territories that it took under its control was openly cited as a key rationale for expansion. Indeed, President McKinley claimed that the main objective in annexing the Philippines in 1899 was for this purpose.</span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>The end of westward expansion and the need for a new frontier</strong></span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">President George Washington [1789-97] had talked of the US as an empire expanding westwards. Westward expansion could be seen as a form of ‘colonialism’ as white settlers moved into new territories and exploited resources. Westward expansion to the Pacific coast had also fostered the push for more trade with Asia. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Furthermore, the <em>Turner Thesis</em> gained traction in the 1890s. Historian Frederick Jackson Turner’s idea, promoted in 1893, was that the ‘frontier’ was the baseline from which the US had developed into a self-sufficient, enterprising and egalitarian society. From this idea it could be argued that without a ‘frontier’ the US would lose these essential qualities. External frontiers could therefore provide a similar stimulus as US citizens went forth to settle new lands. Advocates of Turner’s Thesis believed a foreign adventure was now needed.</span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Political reasons</strong></span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Social issues led to political tensions and pressure. There were poor living and working conditions in urban areas. Trade Unions formed at the end of the 19<sup>th</sup> century and cities were plagued with strikes and riots. Socio-economic discontent led to the uptake of radical political ideas; Marxism, socialism and anarchism gained support as tensions increased. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">An expansionist foreign policy could promote patriotism and unity and quell the radical politics of the left. There was also increasing pressure from ‘jingoists’ in Congress for the US to pursue an expansionist foreign policy. Historian Harold Evans argued that the US did not seek empire, and did not need colonies for economic reasons. Evans highlights how the decision to annex the Philippines was only decided by the vote of vice-president Garrett Augustus Hobart. </span></p><h5><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Strategic reasons and ‘preclusive imperialism’</strong></span></h5><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The perspective that the US pursued expansion due to a policy of ‘preclusive imperialism’ is a viewpoint championed by Historian William Langer. Langer argues that the US followed a policy of ‘preclusive imperialism’ or in other words - took colonies in order to prevent other imperialist powers from taking them. This could be seen in US concern regarding German imperial expansion under Kaiser Wilhelm II and tensions over Samoa. Republican James Blaine urged the US to take advantage of its position vis a vis Latin America and the Caribbean and to use the Monroe Doctrine to prevent European powers intervening there.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Task Three</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>ATL: Thinking and self-management skills</strong></span></p><div class="yellowBg"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">1.
